VASE Management proposes an $8 million Hartford apartment project with 20 affordable rentals on city-owned land, pending city approvals and a lease.

A developer that restored a historic Hartford apartment property several years ago is proposing an $8 million, 20-unit rental building next door on city-owned land.

New Haven-based VASE Management LLC, founded by Vincencia “Vee” Adusei, is seeking a development agreement and 49-year ground lease for 98 and 104 Edwards St.

A City Council committee voted 2-0 on Oct. 20 to recommend approval, with full council consideration scheduled for Oct. 26. The deal also requires review and a recommendation by the Planning and Zoning Commission.

The project would include 20 apartments with rents restricted to maintain affordability, according to the committee report. Construction is expected to continue through 2028.

VASE restored a long-vacant, six-family property built in the 1860s at 94-96 Edwards St., preserving its historic character while updating the housing. The project received a 2026 Award of Merit from Preservation Connecticut.

The firm’s broader work includes renovations of schools, municipal buildings, senior apartments and commercial properties across Connecticut.
